Sorry for the delayed response @rolandh and @Bestwire.

I just put my Pixel in a location where there is a strong WiFi signal but little-to-no cell signal and called it using a house phone connected using Ooma. The call went directly to the Pixel voicemail. When I used the Pixel in that same location to call out, the call connected quickly and call quality was excellent.
